The Challenges in Achieving Equity & Equality in Education
Concern:
In Malaysia, there are multilingual population: Malay, Chinese, Indian and others ethnic groups. Equity and equality has been a sensitive issues for this culture. This matters have being discussed for a long time since 1951 in Barnes report where it more focusing on Malay Nationalism which not favored by other races. But then, the government allowing the vernacular schools to cater the needs of Chinese and Indian community. So generally rights to access to lower and secondary education in Malaysia is equals to all majority races. Then, we have Vision 2020 document which it predict a fully developed economy with national unity and social cohesion, social justice and political stability adhering to high standards of quality of life including social and cultural values. However, to move ahead in achieving the national mission of Vision 2020, the highest development priorities that remain are greater equity and reduction of inequality in urban-rural area, socio-economic, and gender achievement gaps.
Context: Teachers in secondary schools
Research Questions:
1. To determine in what extent the equity focus has been integrated in programme design & implementation that contributed to achieve results
2. To identify the challenges faced and barriers in applying an equity focus
3. To suggest recommendations on how the equity focus can be more effectively used and applied in policy and programme development
